This worker is the only active admin left — promote someone else before the HR system deactivates them

What to do

• 403 The caller is authenticated but not allowed to do this (role, key type or scope, or an organization policy). Retrying without changing the credential or the configuration will not help.
• 409 The request conflicts with the current state of the resource. Re-read the resource, then decide whether to change the request.
